Resolution on Promoting the Healthy Development of Fastener Exports

Through decades of hard work and dedication, my country's fastener industry has grown into a leading global fastener manufacturer and exporter, with products distributed worldwide and widely welcomed. We have established deep friendships through friendly exchanges and interactions with our counterparts around the world. We are honored to contribute to the Chinese fastener industry and proud of its remarkable achievements.However, the recent complex global economic situation, the impact of the international financial crisis, and the rise of trade protectionism and tariff barriers in some countries have repeatedly impacted our industry. As a major fastener exporter, we have faced repeated anti-dumping measures in international trade. In particular, following the EU's final anti-dumping ruling on January 30, 2019, which imposed anti-dumping duties of up to 85% on Chinese steel fasteners, my country's market share in the European fastener market plummeted from 26% to 0.5%, causing significant setbacks for Chinese fastener companies.Because this case was not handled fairly and impartially, our industry, with the strong support and assistance of the Ministry of Commerce, the China Council for the Promotion of International Trade, and the China Chamber of Commerce for Machinery and Electronic Products, argued our case rationally and with restraint. Finally, on January 18, 2019, the WTO published the Appellate Body report on the enforcement of the final anti-dumping measures dispute between China and the EU regarding certain steel fasteners.The WTO Appellate Body fully supported China's position and claims in the fastener anti-dumping dispute case, once again ruling that the EU's anti-dumping measures against Chinese products, which had been in place until now, violated WTO rules. This forced the EU to announce the cancellation of its anti-dumping measures against China on February 27, 2019. For our fastener industry, this was a long-awaited victory.
